Lieutenant Deborah ClarkLieutenant Deborah Clark

Lt. Clark serves as the commander of administration and oversees the day to day operations of emergency communication center, to include hiring and scheduling.  She is responsible for the maintenance of all department training records.  She is also the direct supervisor of investigations.  Lt. Clark was hired as a patrol officer in 2002 and worked in patrol until she was promoted to Lt in 2018.  Along with maintaining all of her patrol certifications, she acquired all necessary certifications needed by communication officers, including Emergency Medical Dispatch training. Lt. Clark was raised in Clifton Forge and has a Bachelor’s degree in criminal justice from Radford University.

The Investigator is responsible for evidence and all major investigation crimes committed against persons or property in the City of Covington. These incidents include property crimes from theft, embezzlement, fraud and crimes against person, such as child molestation, rape and murder. All case files are forwarded to the Commonwealth Attorney’s Office for adjudication.

Emergency Communications Center

The City of Covington’s ECC is the primary Public Safety Answering Point (PSAP) for all police, fire and, ems calls in the city. The ECC dispatches Covington’s fire/ems primary response areas, which include areas of Alleghany County that surround the city.  The center receives on average 6,500 calls annually. Communication Officers receive 12 weeks of in house training and are VCIN Level A certified prior to attending a basic dispatch school.  Upon completing basic dispatch school, they receive CPR certification and must complete training and receive certification in emergency medical dispatch.  The center is staffed by eight (8) fulltime and four (4) part time dispatchers.

After you complete the form, you can email to policeadministration@covington.va.us or you can drop it off to a supervisor at the police department. All complaints will be investigated and the Chief of Police may reply the complainant in person, over the phone, by letter or by email.
