Covington B League Basketball Rules and Regulations

  1. Any boy in the 2nd, 3rd, or 4th grade may play "B” League Basketball. Any boy who has reached his 11th birthday before October 1 is ineligible to play.
    • Note: The Recreation Director, upon consultation with the parent and school officials, has the authority to permit a 4th grader who is 11 to play B league. Ex. Birth date may have the child held back; however final decision will be based on what is in the best interest of the student/athlete and the program. Any player who is in the 5th grade, regardless of age, will play "A" league.
  2. "B" league will be zone defense. No full-court press.
  3. "B" league teams should be made up of 10 players only.
  4. "B" league will play with a smaller ball.
  5. The coach must be 18 years of age.
  6. If a player is caught by a coach drinking, cursing, smoking, using drugs, using abusive language, or doing anything illegal, the coach may suspend him/her from the team permanently. Covington Recreation Department must be informed prior to dismissal.
  7. Starting the 1983-1984 season, if any player fails, he cannot play the following year on any "B" or "A" League Basketball team. Note: The Recreation Director, upon consultation with the parent and school officials, has the authority to allow the student/athlete to play, if, after meeting with school officials deemed in the best interest of the student/athlete.
  8. Each game will consist of 6-minute quarters. The overtime period will be 2 minutes.
  9. Neither the league nor any of its members shall be responsible for injuries received during the activities.
  10. The judgment of the officials shall be final except in the case of eligibility.
  11. Players must go through the draft. Any player moving into the area after the draft must contact the Covington Parks and Recreation Department, which, in turn, will contact the coach with the next draft choice.
  12. Games will start promptly at the schedule time of play.
  13. Teams will receive 5-minute rest period at half time.
  14. Three (3) one-minute time-outs and two (2) twenty second time- outs. Player or coach can call time outs.
  15. Each player is allowed 5 personal fouls per game.
  16. At all times, when substituting, the substitutes shall report to the official scorer.
  17. All players are urged to leave valuables at home.
  18. Each player is to furnish his own shoes and socks.

  20. It is required by the Covington Parks and Recreation Department that all players play in at least 2 minutes of every game.
  21. Players are to leave their own basketballs at home. If not they will be confiscated as they enter gym.
  22. Players in marked lane spaces will be able to move into the lane when the ball is released by the free-throw shooter beginning with the 2014-2015 high school basketball season. Previously, players could not release until the ball touched the ring or backboard or until the free throw ended.
  23. NOTICE TO PARENTS: The uniform used by your son/daughter is to be returned to the Covington Parks and Recreation Department or Coach (Clean) as soon as the season is over.
  24. If the uniform is not turned into the coach or Recreation Department at the end of the season, the player will not be allowed to play in any Recreation Department activities until it is turned in.
  25. Once a player is drafted on a "B" league team, he will not be released to play for another team. All players must play for the team drafted on or not play in "B" league till he is in the 5th grade and can be drafted to play in "A" league
  26. If a player lives in the county and goes to a city school, or If a player lives in the city and goes to a county school, he is eligible to play in the city basketball league.
  27. Brothers must be drafted by second round. Sons of coaches will be treated the same, unless coach has sons/family member coming into league then they must be chosen first and second.
  28. Any coach that gets off the bench and abuses the officials will automatically give a 2 shot technical foul to the opposing team
  29. You do not have to have but 4 players to start a game.
  30. There will be a 3-point shot in "B" League.
  31. "B" League foul shot will be attempted from the bottom of the circle in the foul shot area.
  32. Although a foul shot is attempted is the painted area, this area this area is part of the three-second violation.
  33. If a time out is called by the offensive team in the last two minutes of the game the ball will be moved to the front court at the foul line extended. If the ball is thrown into the backcourt, this will be a violation. If defense calls time-out, then the ball is to be put into play at the area where the time out is called.
  34. The UNIFORM - PANTS are to be pulled up and shirt tucked in. Those who wish to pull their pants down will receive:
    1. A warning on the first offence
    2. A technical on the second offence
    3. Ejection on the third offense
  35. No jewelry of any kind (including earrings) will be permitted during games and coaches should encourage children not to wear jewelry during practice. This rule is for safety purpose and includes officials.
  36. It is recommended that coaches review this sheet with players and parents.

Officials are advised to enforce zone defense up to the white line. Even if the offense crosses the line and returns back behind, the defense must stay put in a zone behind the line. However the offense is NOT permitted to stay between the half court and white line and stall, thus running out the clock. This was put into place a couple years ago and gradually we have gotten away from the rule. From the time you cross half court the offense will have 5 seconds to advance the ball. If you advance and return to behind the line the ball still needs to be advanced. Officials can give two (2) warnings, the third time is a turnover and anytime thereafter.

B – League

  • ** You can zone defense up to the white line as a team crosses half court
  • ** The last two (2) minutes of each half, you can apply pressure once the offense crosses half court
  • ** The last one minute of the game you can apply full-court pressure

B & A League ** Be respectful of the opposing team and coach. Play hard, but play fair!! I do not want to suspend a coach for blatantly beating a team.
