Adult League Volleyball Rules and Regulations
- All rosters must be turned in by February 29, 2024. Failure to do so will result in the forfeiture of games
played in by a non-roster player.
- The registration fee for the league is $125 per team.
- Each team is responsible for paying the referee $20 at the beginning of each match.
- All roster changes must be made by March 7, 2024.
- If a team forfeits the day of the scheduled game, they are still required to pay the referee.
- All participants must be at least sixteen (16) years of age or older.
- Games will be played on Sunday afternoon/evening.
- Managers will be notified by the Parks and Recreation staff of any changes made to the schedule.
- Teams are encouraged to be co-ed, but it is not a requirement.
- Team rosters must have a minimum of six (6) players, with a maximum of 12 players.
- Matching jerseys with numbers is encouraged, but not required.
- Drinking alcoholic beverages on city property before, during, or after a game is prohibited. This is a
zero-tolerance league.
- PENALTY: Player(s) or team will be suspended a minimum of one (1) game and
up to the remainder of the season, at the discretion of the Parks and Recreation office.
- Profane, abusive language, or arguing with officials, players, or spectators will not be tolerated. Such
behavior can result in a suspension from the league.
- Any player ejected from a game by an official will be automatically suspended for a minimum of one (1)
game. Suspension length will be determined by the severity of the incident and by the Parks and
Recreation office in conjunction with the official’s recommendation.
- Fighting among players or spectators before, during, or after a game while on City property will result in
players, spectators, or teams being banned from the league.
- Criticizing, insulting, or taunting players from another team will not be tolerated and may result in
being ejected from the league.
- Teams should be present at least fifteen (15) minutes prior to the scheduled game time.
- Rally Play Scoring: An official match will consist of the best two out of three games. The first and second games will be played to twenty-five (25) points, and if each team wins one of the first two games, the third will be played to fifteen (15) points. All games must be won by two points.
- If a team forfeits a game due to failure to have sufficient players to start a game at the scheduled time, the score will be recorded at 25-0. A waiting time of up to 15 minutes will be allowed for the second game to begin, before the game is declared a forfeit and recorded at 25-0.
- Substitutes can rotate into any position except for positions one (1) and two (2) on any side out. (See position at the end of the rules.)
- There will be one minute per team per game. Each timeout will be 30 seconds. Players will resume the previous location in the rotation after the timeout.
- After each game, the teams will exchange sides.
- The winner of the coin toss will determine the first service. The other team will have the choice of the courtside. The second game will begin with the original first game receiving team serving first. The third game will begin the same as the first.
- Each team manager should initiate the official’s score sheet after each match. This will ensure that all records are correct and have been accepted by both teams. Failure to initiate the score sheet will be an indication that the manager has accepted the score sheet and has forfeited the right to review. League standing will be based on the score sheets.
- The league will follow the VHSL rules, except in cases of conflict spelled out in these rules.
- The home team is responsible for keeping the score on the scoreboard and for writing the correct score on the official score sheet.
- Spiking is allowed.
- Overhead or underhand serves will be allowed. The service will change to the other team when one of the following faults occurs:
- The ball hits the net and does not go over.
- The ball passes under the net.
- The ball touches an antenna or does not pass over the net completely between the antenna and its indefinite extensions.
- The ball touches a player of the serving team or any object before entering the opponent's playing area.
- The ball lands outside of the limits of the opponent's playing area.
- If a team has served out of order, the team loses the service and any points gained during such out-of-order service and must immediately return to the correct position.
- Balls that hit the ceiling and remain on the side of the team in possession of the ball, play can continue. If the ball hits the ceiling on the opposite side of the net and comes down, the ball is considered dead. Balls that hit the backboards are considered dead.
- Teams are required to play with a minimum of four (4) players. Players will be positioned on the court as if all six (6) players were present.
Tournament/ Tie-Breaker Procedures
- There will be a postseason tournament.
- In case of a tie to determine seeding at the conclusion of the regular season, the following tie-breaker procedures will be used to determine places:
- Head-to-head result(s) between the coed teams.
- If teams split in head-to-head game(s), the point differential in those games will be used.
- If teams are still tied, a coin flip will be used to determine the higher seed.
